Accra-Kumasi Expressway to Get Its Own Tolling System – Roads Minister

The Accra-Kumasi Expressway won’t be following the standard tolling model government plans to roll out on other highways. Roads and Highways Minister Governs Kwame Agbodza has confirmed that this particular route will operate under a dedicated tolling system of its own once completed.

Agbodza clarified that this system will differ from the multi-lane free-flow electronic tolling government plans to introduce across several other highways nationwide.

He shared these details while speaking at the 2026 Transport Sector Review Conference in Ho on September 9, held under the theme Financing and Delivery of Resilient Transport Infrastructure and Services for Sustainable Economic Transformation. His core point: revenue collected from tolls on the Expressway will be reinvested directly into expanding Ghana’s road network.

Perhaps the most important detail Agbodza shared is that motorists won’t be forced onto the tolled Expressway at all. It will exist as an alternative to the current Accra-Kumasi bypasses, giving drivers the freedom to choose between the two.

Especially the Accra-Kumasi Expressway comes with its own tolling system. Contractors have started returning to the existing Accra-Kumasi bypasses, we have got few of them returning and in few weeks, all of them will be back on site. We shall complete that section completely, he said. So, the Accra-Kumasi Expressway will be an alternative, you are not obliged to use it.

Agbodza directly tackled the question of pricing, using a hypothetical $20 toll as an example. His argument was straightforward since motorists have a free alternative in the bypass, the toll shouldn’t be seen as a financial burden.

So, when we charge $20 for you to travel from Accra to Kumasi, it is not a burden on you. Please, you can conveniently use the existing road that takes you 5 hours or 6 hours or you can choose to do 2 hours from Accra-Kumasi, he explained.

He went further, pushing back against any potential public backlash over the pricing. We do not expect any demonstration that Accra-Kumasi Expressway is charging $20, you are not compelled to use it. It is only those who can afford it, he added.

Agbodza tied the whole strategy back to a larger vision for road development. Government’s goal, he explained, is for the Expressway to essentially pay for itself through toll revenue, with that money then funding further road expansion elsewhere in the country.

We want this project to fully fund itself and when we take the money, we want to start building from Kumasi towards Tamale, that is the idea of government, he said.
