Ghana’s Health Minister says all salary arrears owed to approximately 13,500 previously unpaid health professionals have been cleared. But a fresh statement from the Ghana Registered Nurses and Midwives Association (GRNMA) identifies separate conditions-of-service allowances that remain outstanding. The distinction matters for workers, taxpayers and the credibility of public-sector payroll reforms.

ACCRA — Health Minister Kwabena Mintah Akandoh said in a 4 November radio interview that the workers, who had been posted without financial clearance, are now on the government payroll and their salary arrears have been paid. The statement has not been independently reconciled against individual payroll and bank records.

What has changed since August?

In August, the ministry reported that more than 99% of the 13,500 affected workers had received payment, with isolated cases still being resolved. The minister’s latest statement is stronger: he says no salary arrears remain for the group. The public record reviewed for this update does not include a final payroll reconciliation, aggregate amount disbursed or a breakdown of disputed cases.

How the official position changed

  1. February 2026 — payment plan

Structured arrears schedule approved for April to July. Approval does not confirm individual payments.

  2. May 2026 — processing and disputes

The ministry reported three months of payments processed. Some workers reported shortfalls.

  3. August 2026 — more than 99%

The ministry said more than 99% of the 13,500 affected workers had been paid, with remaining cases under review.

  4. 4 November 2026 — full settlement claimed

The Health Minister said all 13,500 were on payroll and salary arrears had been settled.

Verification gap: A completed worker-level payroll reconciliation, total disbursement amount and final exception register were not available in the reporting reviewed.

Five accountability questions

How much was actually paid?

The total disbursement and worker-level reconciliation were not available in the reviewed reporting.

Was everyone entitled to 11 months?

No such conclusion follows. The full February schedule covered 11 months of planned instalments, but individual entitlement depends on appointment dates and previous payments.

Are all conditions-of-service benefits settled?

Not according to the GRNMA statement described in the article. Some allowances remain implementation issues separate from basic salary arrears.

How many recruits have started work?

The reporting does not establish verified facility-level deployments or first-salary payments for the recruitment phases.

What should an affected worker check?

Compare appointment dates, payslips, arrears entries and bank credits. Report discrepancies through the employer’s payroll office and recognised union channels. Do not submit personal payroll records to this graphic.

Editorial methodology: Ministerial claims, union statements, administrative milestones and hypothetical calculations are distinguished. No individual payroll records were accessed.

Data status: Reporting snapshot, not a live payroll, recruitment or employment verification service.

Further verification: Direct ministry statements, GRNMA communications and Controller and Accountant-General records should be linked from the accompanying article.
