Education Ministry Clarifies Double-Track Timeline, Says 2029 Mention Was a Slip of the Tongue

The Ministry of Education has clarified that the government’s target to end the double-track system in senior high schools remains 2027, dismissing reports suggesting the timeline has been extended to 2029.

The clarification comes after Education Minister Haruna Iddrisu, during the Government Accountability Series in Accra, appeared to indicate that the double-track system would be phased out by 2029 to allow more time for infrastructure expansion.

Ministry Says 2029 Reference Was a Mistake

Speaking on Starr FM, the Ministry’s Head of Public Relations, Hashmin Mohammed, explained that the minister’s reference to 2029 was simply a slip of the tongue and did not reflect any change in government policy.

According to him, the elimination of the double-track system remains a key component of the Secondary Education Transformation for Access, Relevance and Sustainability (STAR-G) project, which is focused on expanding infrastructure across senior high schools.

“So, let me say it was a slip of the tongue. What I do know is that the double-track system falls under the STAR-G project, in which eliminating double-track is one of the components. Under the infrastructure aspect of the project, we intend to eliminate double-track by 2027, which is next year,” he said.

Infrastructure Expansion Remains the Priority

Hashmin Mohammed explained that during the same Government Accountability Series, the Education Minister acknowledged the need for additional infrastructure to create enough vacancies in selected senior high schools before the system can be fully abolished.

He noted that while the minister spoke about requiring another year to complete infrastructure works, this should not be interpreted as shifting the government’s official deadline.

“Even yesterday, when a question was posed to him about whether there would be enough vacancies in the selected senior high schools, he responded by saying he needs an additional one year to be able to end double-track. So that means double-track is expected to end by 2027,” Mohammed added.

Government Maintains 2027 Target

The Ministry has therefore urged the public to disregard reports claiming the deadline has been pushed to 2029, insisting that there has been no revision to the government’s implementation timeline.

Officials say the STAR-G project remains on course to deliver the infrastructure needed to eliminate the double-track system by 2027, as originally planned.
