Ghana’s tertiary education regulator and technical university lecturers have agreed on measures to address a prolonged industrial dispute. A concession on promotion requirements has been secured, but salary payments and the formal suspension of the strike still require further action.

ACCRA, Ghana — The Ghana Tertiary Education Commission (GTEC) and the Technical University Teachers’ Association of Ghana (TUTAG) have reached an agreement aimed at ending industrial action affecting the country’s technical universities, offering students the prospect of a return to normal teaching and academic activities.

The agreement followed discussions involving GTEC, TUTAG and the Vice-Chancellors of Technical Universities of Ghana (VCTU-G). Under a joint communiqué issued after the meeting, TUTAG committed to consulting its general membership and moving towards the immediate suspension of its strike while negotiations continue over outstanding concerns.

The parties also agreed on measures addressing unpaid remuneration for staff on post-retirement contracts, promotion requirements for assistant lecturers and the classification of academic librarians.

However, the communiqué does not confirm that every outstanding issue has been resolved or that lecturers at all affected institutions have already returned to work.

The distinction is important for students awaiting the resumption of lectures, supervision and other academic services.

What did GTEC and TUTAG agree?

The discussions focused on three major grievances that contributed to the industrial action. The first concerned unpaid remuneration for academic staff employed on post-retirement contracts.

The second involved a GTEC directive introducing a PhD requirement for promotion from Assistant Lecturer to Lecturer.

The third concerned TUTAG’s demand for academic librarians to be recognised as academic staff. The parties agreed to continue negotiations while taking specific steps to address each issue.

The most immediate outcome is TUTAG’s commitment to consult its membership about suspending the strike.

That commitment creates a route towards restoring teaching, but it should not be confused with a final settlement of every financial and employment dispute.

Unpaid post-retirement contract staff: Finance Ministry meeting planned

One of the most significant unresolved issues concerns academic staff working under post-retirement contracts.

According to the joint communiqué, some affected staff have remained at post without receiving remuneration for approximately two years, despite their appointments having been approved by GTEC.

The parties acknowledged that the matter requires the involvement of the Minister for Finance.

GTEC therefore undertook to facilitate a meeting involving the Finance Minister, the affected parties and technical university vice-chancellors no later than November 14.

The purpose is to address the outstanding payment issue. The agreement does not establish that the arrears have already been paid.

It also does not specify the total amount owed, the number of affected staff or a confirmed payment date.

Those details remain important because arranging a meeting is not equivalent to securing funding or completing salary payments.

For affected lecturers, the next test will be whether the discussions produce a documented settlement and an implementable payment timetable.

The real test is implementation

The agreement offers a pathway towards restoring academic activities and resolving employment disputes in Ghana’s technical universities.

The promotion concession is a substantive adjustment for a defined group, while remuneration and librarians’ classification require further action.

Success will be measured by resumed teaching, correctly administered promotions, settled financial commitments and clear institutional communication.
