West Africa Battles Devastating Floods as Climate and Urban Growth Increase Risks

ACCRA, Ghana – Communities across West Africa are grappling with one of the region’s most destructive rainy seasons in recent years, as torrential rainfall has triggered widespread flooding, destroyed homes, disrupted transport networks and claimed dozens of lives.

Ghana and Côte d’Ivoire have been among the hardest-hit countries, with emergency services carrying out rescue operations as floodwaters inundated homes, businesses and major roads. The humanitarian impact has reignited debate over climate resilience, urban planning and disaster preparedness across the region.

Ghana Faces Another Deadly Flood Season

In Ghana, heavy rainfall submerged large parts of Accra and the neighbouring city of Tema, leaving communities stranded and forcing hundreds of residents to seek safety.

The Ghana National Fire Service rescued more than 400 people during emergency operations after exceptionally heavy rainfall overwhelmed drainage systems. Authorities reported that at least a dozen people lost their lives, while many families were displaced after homes were flooded. President John Dramani Mahama said Accra recorded around 140 millimetres of rain in a single day, far exceeding the city’s highest daily rainfall recorded during the previous year.

The government has since announced emergency relief funding and deployed the military, police and the National Disaster Management Organisation (NADMO) to assist rescue, recovery and clean-up efforts. Residents have also been urged to avoid floodwaters and remain alert as further rainfall is forecast.

Côte d’Ivoire Records Rising Death Toll

Neighbouring Côte d’Ivoire has also suffered significant losses after days of relentless rain battered Abidjan and surrounding areas.

Government officials say at least 59 people have died in flooding incidents since the start of the rainy season, with authorities warning the toll could rise as search and rescue operations continue. Several districts of Abidjan experienced landslides, collapsed buildings and submerged roads, leaving emergency responders struggling to reach some affected communities.

Officials have urged residents living in high-risk areas to follow evacuation advice and avoid entering floodwaters whenever possible.

A Regional Challenge

Although Ghana and Côte d’Ivoire have attracted the greatest attention, heavy rainfall has also affected parts of Benin, Togo and Nigeria.

Meteorological agencies across West Africa continue to warn of above-average rainfall during the current wet season, raising concerns that flooding could worsen in vulnerable urban centres where drainage infrastructure is already under significant pressure.

In Nigeria, authorities are preparing for another challenging rainy season after the country experienced some of its worst flooding in decades in recent years. Forecasts suggest rainfall could again exceed seasonal averages in several regions.

Climate Change Intensifying Extreme Weather

Climate scientists say West Africa is becoming increasingly vulnerable to extreme rainfall events as global temperatures continue to rise.

Although Africa contributes only a small share of global greenhouse gas emissions, it is among the regions most exposed to the impacts of climate change. Rising temperatures increase the atmosphere’s capacity to hold moisture, making intense rainfall events more likely in many parts of the continent.

Experts caution that climate change is only part of the problem.

Urban Growth Increasing Flood Risk

Rapid urbanisation has made many West African cities more susceptible to flooding.

In Accra, poor drainage systems, illegal construction on waterways, blocked drains caused by waste and expanding development in flood-prone areas have all been identified as factors that worsen the impact of heavy rainfall. Similar challenges exist in Abidjan and other fast-growing cities across the region.

Urban planners argue that improving drainage infrastructure, enforcing building regulations and protecting wetlands are essential if cities are to become more resilient to increasingly severe weather.

Public Health Concerns

Flooding presents risks beyond immediate loss of life and property.

Standing water creates ideal breeding conditions for mosquitoes, increasing the risk of malaria, while contaminated floodwaters can spread cholera, typhoid and other waterborne diseases. Health authorities are advising residents to avoid contact with floodwater where possible, drink safe water and seek medical attention if symptoms of illness develop.

Children, older adults and people with underlying health conditions are particularly vulnerable during flood emergencies.

Economic Impact

The financial cost of flooding is also significant.

Businesses are forced to close, transport routes become impassable and damage to homes, schools and public infrastructure places additional pressure on already stretched government budgets.

For many households, recovery may take months as families replace lost possessions, repair damaged property and rebuild livelihoods.

Agricultural communities also face crop losses that could affect food supplies and household incomes if flooding continues through the rainy season.

Building Long-Term Resilience

Governments across West Africa are increasingly recognising that disaster response alone is not enough.

Experts say investment is needed in early warning systems, modern drainage infrastructure, climate-resilient urban planning and stronger enforcement of building regulations. Better public awareness campaigns and improved waste management could also reduce the impact of future floods.

Regional cooperation on climate adaptation is expected to become increasingly important as extreme weather events become more frequent.

What lies ahead?

With the rainy season continuing across much of West Africa, emergency agencies remain on high alert.

Communities are being encouraged to monitor official weather forecasts, follow evacuation instructions where necessary and avoid unnecessary travel during periods of heavy rainfall.

The latest floods serve as another reminder that while extreme weather cannot always be prevented, investment in resilient infrastructure, sustainable urban planning and climate adaptation can significantly reduce its human and economic toll.
