ACCRA, Ghana – Controlled water release from Burkina Faso’s Bagré Dam is under way, putting communities along Ghana’s White Volta basin on heightened flood alert as authorities intensify precautionary measures.
SONABEL, Burkina Faso’s national electricity company and operator of the dam, began the 2026 spillway operation at 9:53 a.m. on Friday, August 28. At the start of the release, the reservoir’s upstream water level stood at 234.79 metres. One spillway gate was opened to a height of 0.41 metres, producing an initial discharge of 47.72 cubic metres per second, according to SONABEL figures reported after the operation began.
The release had been expected.
Ghana’s Water Resources Commission said a day earlier that it had received official confirmation from SONABEL that controlled spillage would begin on August 28 and instructed communities, agricultural businesses and local authorities along the White Volta basin to activate safety and emergency procedures immediately.
The situation is now more urgent because the spill has moved from a forecast event to an active one.
But an important distinction remains.
There is no verified evidence, at the time of publication, that the current Bagré release has already caused widespread flooding in Ghana.
The immediate story is one of elevated downstream risk and precaution, not confirmed disaster.
Which parts of northern Ghana are exposed?
The Water Resources Commission’s August public advisory identifies the Upper East, North East, Northern and Savanna regions as the principal areas of concern within the White Volta basin.
Within those regions, exposure is concentrated in riverine and low-lying communities rather than spread evenly across every district.
WRC identified vulnerable areas including Bawku West, Binduri, Talensi, Nabdam and Kassena-Nankana West in the Upper East Region; West Mamprusi, Mamprugu Moagduri, Bunkpurugu-Nakpanduri and Chereponi in the North East; and Savelugu, Kumbungu, Karaga and Central Gonja, including the Yapei-Buipe area, further downstream.
Farms, low-lying homes, livestock pens, feeder bridges, culverts and river transport points were among the assets identified as particularly vulnerable.
Those locations should be treated as areas of elevated exposure rather than as places where flooding has already been confirmed.
NADMO urges immediate precaution in the North East
The National Disaster Management Organisation has issued particularly strong advice in the North East Region.
Its regional secretariat urged residents, farmers, settlers and herders along the White Volta and other vulnerable waterways to evacuate immediately as a precaution when notification of the release was received.
NADMO said residents should remain vigilant and follow subsequent official updates, stressing that early movement away from flood-prone areas could reduce the risk to life and property.
The instruction is significant because evacuation becomes harder once roads, paths and crossings are already underwater.
For residents close to riverbanks, the safest response is therefore to act on local evacuation instructions before visible flooding reaches homes or farms.
The spill has begun. The important question is what happens downstream.
The August 28 release is a controlled reservoir-management operation. It is not evidence of a dam failure, and it does not mean flooding is inevitable.
Precaution matters because response time can shrink quickly
Leave vulnerable structures and riverbanks when local authorities issue evacuation or relocation instructions.
Relocate livestock, machinery and other movable property to higher ground where this can be done safely.
Avoid swimming, fishing, wading or attempting to cross during periods of high flow.
Riverbanks, drainage channels and flooded areas can become dangerous before the risk is obvious.
Canoe and river transport operators should not continue where conditions become dangerous.
District authorities and disaster-management agencies have been instructed to prepare local response arrangements.

The impact depends on more than the dam release itself. Downstream conditions determine how serious the risk becomes.
The opening of the gates is only one part of the flood equation
Impact may remain limited if rivers have capacity and rainfall is lower.

There are meaningful preventive steps this year: advance warnings, notification from SONABEL, preparedness activity and community alerts.
But preventive systems are ultimately judged by what happens after the warning is issued.
